Seems that I didn't have enough information. Upon further investigation I answered the call of a robo dialer which was for the Mayor's race in a small town where I reside. When I called it back it connected me to the real owner's of the number which is a telemarketer for financial promotions. Number now resides in my block list. I can't believe a politician would do this sort of thing until I remember that politicians are "above the law".
No information and a call back to the number leads to the first question of if you want to be placed on our do not call list press 1 now. They are telemarketers of some sort.

I received a call from this number last week, and then another this evening. I did not answer either (nor did my machine) and the caller let the phone ring 9 times. We are having a heated mayor's race here as well, with the election tomorrow, so perhaps these calls have had something to do with that. Either polling, or get-out-the-vote, or both.
