how do we write to the FCC about this?

calls and hangs up when i say hello.  has happened several times

I too periodically get these unsolicited calls. Since I have caller ID(ICLLC) , I do not answer. But I would like these calls to stop. I am on the National Do Not Call Registry, so I don't understand why I would get calls . Very annoying.
