Who called from 3023840101

I said hello then it just hung up

When I answered this call there was noone on the line.  I said "hello" three times and then hung up.

this phone number has been calling all over kansas and collecting social sec numbers and bank accounts from folks that barely speak english to the elderly...i have lost five days solid of detective work on my own as no phone company would believe that these calls were then routing to my cell phone..they finally believe me but even after contacting fbi says little can be done...i cannot believe that....any help out there?  my cell phone number is similar but not the last digits

I ANSWERED THE CALL, THERE WAS NO ONE ON THE LINE. I SAID HELLO THREE TIMES THEN HUNG UP.

I'd suspect this is a probing call that is calling numbers in sequence to determine which are active and real.
