The "Do Not Call List" applies to legitimate telemarketing firms. This is a con-artist using a computer dialer to call thousands of numbers in a matter of minutes. If someone answers and takes the "BAIT" such as "You won a free trip" then they con you into giving them personal information such as your stree address where they can mail the "airline tickets" and then they might ask for other information.
Just NEVER, EVER answer ANY call from outside your own area code. If it is really someone you know, they will leave their name and you can call them back.
