As caller Id is easily spoofed (faked) your caller could be anyone anywhere in the world. EMS has contact information on line. Have you checked that out? I would use caution sending money, especially if the method of payment is cash (cash wire transfer services, prepaid credit cards), until you have more information. Do you have a contact address in Delaware? That would be useful.
