I'm packing to move and got called twice by this number in the space of a minute.  Never even heard my phone ring because I was loading the moving van.  Took a break and found the number on my cell.  I don't know anyone in the New Castle, DE, area and there was no voice-mail left for me.  Add to all that, the person has not tried to call me again in the last two hours since.
