That's why you don't bother trying. The number is often thrown in to make the call seem more serious and legitimate, no matter if they know if it's in service or not. Since you're unable to get through, they're hoping you're disturbed enough so you'll be sure to take the next one if they try again. If you know you're in no trouble, disregard the calls.
