My parents received this call stating it was an investigator and to call and speak directly with her, gave her name and a case number. Tried to call back after 5:00 and never could connect with an "available investigator". Just wondering if it is one of the IRS scams or not?

Data indicates it. Either the IRS or the Phony Debt Scammers. Best to ignore, don't call back as a call back encourages them, and they will soon up the calls and move on to threats.
Some older folks believe the calls are some sort of "mistake" that can be cleared up. You can't reason with crooks like these. Block the calls and make sure the 'rents know not to answer and never call back. Be Safe
