Unfortunately these guys are the bottom feeders of the collection agencies. They hire minimum wage guys calling themselves Account mangers and their job is to harass the people to get them to send in 10 to 30 cents on a dollar. Since the debt these guys go after is old and statute barred, they have to use harassment tactics to get some money; because once any money comes in the statute date for the entire debt goes back to day 1. Then they can either come after the entire debt using the ambulance chasers, or just sell the debt as fresh collection.

You can either ignore their calls or get with the state and federal authorities to fight their illegal tactics. But know this; they know all of the Feds loopholes, but not all the state’s loopholes. So they’re more liable to trip on state laws than federal laws.
