I did not answer the call but accidentally dialed it when my finger slipped on my cell phone. I got a recording about participating in a survey/poll and hung up.
Because of the First Amendment and various Supreme Court decisions down through the years that allowed some restrictions on commercial speech while holding those could not be applied to non-commercial speech.
Got a call from this number yesterday (11/22/2015) at around 3 PM Mountain Time. Caller ID showed "Out of area 1-303-954-4079". Let it roll thru to voice mail. They left no message. I added them to my Call Block List.
