Probably generally. But here in Texas, its not uncommon for process servers (civil and law enforcement) to call ahead to locate the respondent. Kinda like calling the Walmart to see if they have that toaster you want before you go down there - before the internet anyway.
In my case, the caller ID was 770-208-xxxx, but the recording was the same: unable to deliver 'important legal documents' without mentioning the name of the law firm, the case, or the person they were trying to reach. Return call on the recording was 305-330-6402.
305-330-6402 left a vm saying they have legal papers to deliver to me, but did not use my name, or theirs. I returned the call, just for fun, at the number that actually called me and Jessica answered. She began explaining to me, kind of, sounded like I interrupted her soap operas or something, and I couldn't help but laugh. Well miss Jessica didn't like that vey much and she hung up on me! Hilarious! Too bad I was really looking forward to ripping her a new [***] for her bs scam.
