Same thing here. Tons of calls all day long, which is an issue for me because I work nights. Never leave a message, number has been disconnected message when I try to call it. I'm going to find a way to block the call.
For your land line you can buy a call blocker for about $50 at Best Buy or on Amazon. For your cell you can download a free ap or you can put the pest in your contacts list and assign it the ring tone "no ring".
I think most phones nowadays gives you the option to block numbers. I have a cheapie Nokia 521, cost me less than $100, but it works and gives me that option. The only thing it doesn't do is block them from sending me voicemail msgs, but that's fine blocking the ringing helps a lot.
