If that's what you think of the do not call list, unsubscribe - make sure you let us know how that works for you. Maybe you're too young to remember when our phones rang all day long with solicitations from legitimate businesses. That doesn't happen any more, because legitimate businesses DO observe the do not call list.
You seem to understand that these are scammers; if they don't care about laws regarding theft and deceit, what makes you think they care about the law regarding the do not call list? Or the laws regarding sequential dialing (buying lists of numbers not needed) and predictive dialing (that's why they hang up - someone else picked up a microsecond before you did so the computer switched the call to them and dropped you)? Those are prohibited too (google the terms) - but why should the scammers care? Most of them aren't even in the US, so they don't give a damn about our laws. (The number on your caller ID is spoofed, in case you didn't know that either. It's childishly easy to do with very inexpensive gadgets.)
Your assessment and strategy are exactly right - just don't blame the government or the do not call list.
For the record, I just got a call from this number a few minutes ago. I don't know the number so I let it go to my answering machine, and as usual no message was left.
