Left no message, likely a spam from Miami call

I kept getting calls from this number. I finally picked up the call, said hello, never got a response they hung up 5 seconds later.

Man with heavy accent said he wasn't solicitor. Was calling for us government Green America. Said I couldn't understand him and he said I'm not a citizen. Hung up and blocked call.

This number has called off and on all day.  We let it go to the machine but no message is ever left.

Yes, this number has been calling the last couple of days, so finally picked up and said "local" library.  They said nothing and hung up.  Jerks, go away!
