this is miami number it seems like a real company

Had several phone calls from this number in the last few days. Caller hangs up when you answer

I received several calls from a David Ross and was told that I had won the PCH prize but I would have to forward $ 800.00 to cover taxes. I refused and hung up. Is this a scam or not?
