They finally answered after around 45-50 rings. Answered "IRS". They hung up on me the first 3 times I asked "What city are you in?" Call 4 said they were "in the main headquarters of the IRS in Washington". When I asked again, they hung up. Call 5 and I got a different person with an African accent. Call 6 and I got a woman with an African accent. Each time I spoke with someone there was very loud background noise (because they are part of a large call center scam operation). The Wyoming phone number is a pass-through number for people overseas. THE IRS NEVER PHONES ANYONE. THEY ONLY MAIL LETTERS. And not one of the people (all with similar accents not from the US) knew the name of even one US city.
IRS scam. They left a vm with something to the effect of the IRS is attempting to bring a suit against me. I didn't call the number back that they called from which the vm also instructed I use to call back however I did call direct to the IRS at 800-829-1040 which I received directly from www.IRS.gov. They looked into my SS# and have no issues furthermore were already aware of these scammers calling from 307-365-3795 as well as others.
