called my cell, no msg, I called back dead air, tried again and msg said cannot complete call as dialed

Received missed call on my cell. No message left and when I called back it would not go through.

Received missed call on my cell. No message was left. I looked it up and it's from Upton, Wyoming.
Tried to return the call. The call could not go through.

Missing it, no message. Cannot go through.

They've started again today, in Tulsa Oklahoma, 9a.  I answered, they hung up.  Must be some fun for the caller.
