No, the dude who called said the Do Not Call list didn't apply to them, because he's not selling anything.  I yelled at him and hung up, he called again, a glutton for punishment.

Whoever 307-766-2511 is, is harassing me. This number is calling up to three times in one night on multiple nights. They leave no message.
