A call comes in from this 309 319 9522 number and I say hello and get no answer back. I call the number back and a guy answers. He tells me some B.S. about donating to some Illinois Police association. He sounded like he was giving me the B.S. I asked why he didn't respond to my first hello when he called me, and he could not give me a good answer.
Received a call from this number, shown only as: "Bloomington IL" on Caller ID, and when it was answered by our answering machine, a male voice just kept repeatedly saying "Hello", but did not leave any further message. Perhaps it was a wrong number? But, he could have at least apologized for his error, rather than just hanging up. Otherwise, if it was some sort of sales call, then I'm glad that we didn't answer it! We NEVER answer calls from numbers/names/locations that we don't recognize. Since the DNC list does NOT seem to be working effectively, then we have to resort to our OWN methods to avoid solicitors!

Your reflex reaction of "DNC list is broken" needs repair. The caller was subsequently pegged as a likely fraudulent "hero charity", therefore not covered by the Registry. Here is the FTC FAQ page which the DNC site repeatedly invited you all to read before you registered your numbers.
