Charter internet and cable provider is behind this number and has called at least 5 times in the last month.  And only one time they left a weird message where the person listed off a number really quickly at the end.  I almost never answer or call back unknown numbers but since this one left a strange message I decided I'd call back only to find out that it is, in fact, a telemarketer.
