It's a local opinion poll. I've waited for them to come on the line a few times (a person does eventually come on the line), and said politely that I'm not interested, but it doesn't matter - the calls continue. I hope this helps anyone else who is getting these annoying phone calls. You shouldn't be concerned that you're missing anything important.
