Because of the new Health reform law (affordable care act) there are mandates to purchase health insurance or pay a fine.
They're maybe scammers that may use scare tactics to have you purchase they're insurance. Research and do some shopping around, and I suggest start now. It seems like it's being stalled because of the Government Shutdown, but who knows how long that will last.
