Who called from 3103596536

Caller ID reflects CPLA and has called numerous times as reflected on my caller list. When I reply no one nor any noise can be heard. Just air. I leave the phone on until the buzzer rings then I hang up.

It looks like CPLA has something to do with education:  https://www.google.com/search?q=CPLA&ie=utf-8&oe=utf-8 .

Multiple calls per day from 'CPLA.'  Never any message and of course I never pick up.

They have called me from different numbers. They are for an organization called "Neighborhood Integrity Initiative". So annoying!!
