This was the phone number attached to a fraudulent Visa charge. It was picked up as probably fraudulent by the Visa folks, in part because it was a large charge from what was represented to be an adoption agency, but originated in St. Kitts. It corresponds in date and amount to no legitimate charge, so isn't just one vendor's use of another's Visa entree. No answer when I called it.

I had a large charge on my Visa card. When I called my bank, they gave me this number to call. They told me it was in Kansas. When I called, I got a foreigner, couldn't hardly understand her. But, to make a long story short, when I got my phone bill for that number, it said it was from Beverly Hills, CA. Of course, I'm not paying the large charge, I am disputing it. The number I called, the lady said it was E-passport/Loadoptions.
I thought that was interesting, your's was an adoption agency.
