yes, these people are scammers, they were belligerent and rude to me too one day with sexual innuendos. I blow an air horn in their ears now.

I got threatened with a tax problem and demanding me to respond or I would appear in court.

There is a widespread IRS (or CRA) or "tax scam" being  practiced by scammers on both USA and Canadian residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

I received a call from this number at 11:20 a.m.  This is the third time this Indian sounding guy has called.  I blocked the number after the second call, but now he's using another one.  He keeps saying his name is Allen Smith and that he wants to help me speed up my pc.  He's Mr. Smith like I'm a movie star!  From what I can find out, they want you to let them take control of your pc and then hold it hostage til you pay them a lot of money.
