If you want your telephone number removed, so these people don't call you again, write to the woman below. I did and she was helpful. Here is the correspondence:

Thank you for contacting PacWest to make us aware of the ongoing issue you have been experiencing with TN 310-564-0943. We have notified our business customer to investigate and to inform their client to remove your number XXX-XXX-XXXX from their calling list.
Please allow 24 hours for this to take effect. If you still receive calls, please let us know.
Please keep in mind that this may also be a case of Caller ID Spoofing:
PER FCC: "Using a practice known as “caller ID spoofing,” callers can deliberately falsify the telephone number and/or name relayed as the Caller ID information to disguise the identity of the calling party. For example, identity thieves who want to collect sensitive information such as your bank account or other financial account numbers, your social security number, your date of birth or your mother’s maiden name, sometimes use caller ID spoofing to make it appear as though they are calling from your bank, credit card company, or even a government agency."
