You're half-right; so called 'honest businesses' still bypass the DNC list by outsourcing their cold calls, many to 3rd world toilets and outfits run by foreign crooks. The DNC list is a joke - when it was initiated, the head of the Direct Marketing Association (responsible for many of thes unwanted & harassing calls) was caught red-handed bribing Verizon's $6/hr workers to get a copy of their DNCs, and withing a week people on that list were getting scam calls. And it's useless having any faith on Obama's criminally corrupt government because his thugs are are getting a cut from these scumbags.
