Here's another scam number. 202-000-1234 and 202-738-1016.

So you posted this a few hours after being corrected in the thread you started and oddly named after yourself.

But you still don't comprehend how a site like this works. Merely copying your own unsupported assertion of "another scam number" says nothing helpful. Look around sometime. The useful posts report *names* and/or describe what callers want, so eventually they won't be mysteries.

You had lumped in some area code 202 numbers, which all have threads mostly discussing fake grant offers. Nothing in the phrase "another scam number" links that activity to whatever purpose was behind the use of this a/c 310 number. At most, it says "I got calls I don't like". The reader looking for answers cannot afford to take your word, and those words are too empty to start with.

Got a voicemail call from man with heavy accent saying his name was Mr. Delgado and he was with the IRS. He wanted me to call him back immediately.

There is an IRS or "tax scam" being  practiced by scammers on both Canadian and USA residents.

Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

How coincidental.  I received a call this morning (Dec. 10) from this "Chief Investigative Officer Michael Delgado" who claimed to represent the "Crime Investigation of IRS" (his grammar).  As you reported, he had a heavy accent which struck me as central asian or former Soviet republic.  I reported the info to the FTC.  Sounds like we heard from the same guy. He also wanted me to call back immediately. Sure! :-)
