I wish I could figure out who these people are...I get a call about 3-4  times a week.  All I get is "to accept this offer, press 1, to be removed, press 9." It comes in from different area codes and phone numbers each time from all over the country.  Each time, I add the number to my contact list as "spam" and rarely do I get call back from the same number. The voice recording is the same person, so whoever they are, they are spoofing phone numbers to try and hide themselves.
