Who called from 3108009983

I received a call  from this number today. Answered and a male, kept saying hello. Could not hear him very well. He did have a heavy accent.
Couldn't figure out from where.
He said he'd fix it so that I could hear him and call me back
I blocked the call.

Number has called a few times in the last week or so.  I don't answer, and they leave no message.

Just called but they hung after 3 rings.

Missed a call from this number but returned the call immediately.  First I got music, but then a gentleman answered.  When I told him that I was returning a missed call, he thanked me and asked if I had any friends or relatives who wanted to buy or sell a house.  He was polite throughout the call, but I blocked the number.
