this person named david calls me everyday from BBB asking for money that i have taken a loan from some company in past witch i didn't repay back, he is asking me to send $7800 through Green dot money-pack card from Walmart, i think it is a fraud.
Scam. First, its an automated "urgent " call as the others say about a lawsuit if you don't act fast. There is no salutation (so they are calling blind (likely a roto-dialer). Really, if they know you owed back taxes, they would know your name. Further, the IRS isn't shy about letting you about any late taxes and those notices come (and keep coming) by registered mail. This is just another scam, like the call I get every three months about some vague time that I must have entered a sweepstakes and now there is a shiny new Mercedes waiting for me "to claim." If those calls were real, I would have a dozen fancy Mercerdes "lawn ornaments" in from of my house right now.
Huge scam - Got a call from someone who used my actual name. They used vague language to imply that I was in legal trouble and to call this number. Called the number to find out who and the person that answered said: "U.S. Treasury"
