Rang on two of my phones (different lines) simultaneously, nothing but silence when I picked up one of them and said "hello".

Telemarketer call.  Did a "cold call" where they call and then hang up to see if someone is at the number.  They'll call again within the week to try to sell something.  Glad to know that the national "Do Not Call List" works.

I am getting 3 calls a day from "construction" companies . "We are in the neighborhood can we come over".   I have asked time and time again to be taken off the list. I am on the national "do not call list' and the calls continue.

first a call where there is no one on the line, then latter in the day... a pitch call.   This morning I've already gotten two calls.

Try a metal gym whistle.  That should only take once or twice, depending on how stupid the caller is.  And, since they called you, they can get your number off their phone and put it on a do not call list of their own.
