Don't fall for it. We have gotten many of them using Magic Jack to get numbers in areas where IRS is located. THEY ARE OVERSEAS! Now they are using an electronic voice message to try and scam you since they sound middle eastern! The website needs to add SCAM CALL on its list.

Doesn't matter if you do or don't owe the IRS - this is a scam. The IRS contacts by mail, not phone. Just block and ignore.
