Harrasment!! Only hear breathing!!! whocan I report this  to?

This person, whomever it is, called me on Friday at 4:50 P.m. and didn't say a word, just breathing in the phone. I want it to stop.... i don't pay bills, esp. cell phone to be harassed.................................Thanks!!!

I too got a call from this number twice in a row. Only could hear a person breathing on the other end.
