harassing person calling but don't response when you answer. presumably a VoIP or internet phone

Rec'd call from 312-265-2945 5/30/14.  This is FBCS, a collection agency, that has continued to call me seeking somebody else even after I'd told them in 2011 that they have wrong # and cease calling.  I'll see them in court!

A harrassing debt collector wjo refuses to note the # they are calling is not belonging to the person they seek.  Frustrating as all get out.  Ugh.

Quit calling. On no call registry.
