It's the same Lincoln Navigator or $45,000 Cash scam as other lines are doing. It is a recordng being played by a computer which dials numbers for them and will dial every number in an exchange, then go on to the next one. There is an 800 number to cal back, but it will not only do you no good, it will just confirm that your number is active and should be called more.
They are breaking federal law by calling cell phones with this crap, but they are also probably breaking the law with whatever they are scamming people out of, so I doubt they care about not calling cells.
I have put everyone I know into my cell phone with a special ring tone, and put my primary incoming to vibrate only. That way I know not to answer it if I get vibrate with no ring tone. This way I can look at the calls when I have time, and call back the ones I want to talk to and skip all the rest.
