Search yields "Harris & Harris" as a collection agency based in Chicago: the home of corruption and fraud and the current false messiah in the White House.  These thugs try to assign debts by #s, not by people, hoping to intimidate innocent folks into paying.  
Consider that when debt like credit cards is "charged off", it can no longer be recovered because the loaner has written it off their taxes.  It means these collectors, even if they reach people who actually defaulted, are violating the law.
