This is some SCAM bot that starts before the recording machine. Said something about "...processing charges, so call us back at 312 600 2474. I'll repeat that..."
Just minutes earlier I got a called demanding payment of $2800 that was supposedly owed to Best Buy. When I called Best Buy they noted that I had closed the account 9 years ago with a zero balance and if I had owed them they would still show that. The caller in that case had my name, SSN, Best Buy account number and my address. Sounds like maybe Best Buy has had some info leak out or someone's pulling an inside job.
We cannot recommend specific call blockers.
However, if you have an Android-based smartphone, read the documentation on the Apps pages ... there are at least TWO general call blocker types:
1) Immediately directs the call to VM
2) Goes off-hook, then quickly on-hook, so NO VM is left.
Consider it your homework assignment to find which blocker does what.
