If you have a fax machine, set it up to fax their number every 1 minute 24/7 for couple of weeks. If everybody does that, it'd drive them out of business.

L7-Scvc Call seems to refer to the carrier, not the caller. You see it when you get called by a customer of Layer 7 Hosted VOIP Services (based in San Diego) and they have not bothered to set their own Caller Id information.
They seem to be used by many spammers (or perhaps one robo-dialer with many different spoofed caller-id numbers)

No what it would do is cost everyone who did that money on their phone bill. Fax calls are charged just as voice calls are. I'm not paying extra money on my phone bill just to annoy a possible scammer.
