Definitely fraud. Calling from city/state in the caller ID is 90% of the time fraud attempts to phish or commit fraud on you. Some of these frauds are now calling twice from two locations in a tag-team of phishing/fraud
I had just received a call from Boston, MA 857-504-2122 claiming to be "Dynamic Debt Collector" and immediately followed by Chicago, IL 312-809-5895 for First Cash Advance (one call creates the need for more money, and the next call creates the opportunity for getting more money). This fraud combo is trying to force a user to worry on the phone (like the Scareware popups) to force you to apply for cash to pay off fraudulent debt.
