I received the same message. Mr. Davis from Fraud Division. My phone number has been attached to a claim. I never responded to a state mandated notification that was mailed out... how about I NEVER received one! I love these calls. They just go onto my blocked list.

Mr Davis from a fraud company (no company name given) and my number was attached to a case in the office. There was no response to the state-mandated notification, please call our office back.
This was the first time I've heard from these people, and believe with the other posts that this is a scam.
Mr. Davis tried to verify my identity using my name, email and social security to which he rattled off the ENTIRE SS# which is illegal. Considering that it was not my SS#. Mr. Davis would not verify company information when I requested it. Total Scam.

This "Mr Davis" persona calls from a series of numbers. Usually says he’s with the “Fraud Division”. All his calls claim some debt or another and threaten arrest. Often impersonates law enforcement and says he’s going to “turn over your case” to the local authorities. Absolute hogwash. Being in debt is NOT a crime and you cannot be arrested for it. We don't have debtors prisons in the US.
Ignore and block these calls.

Received a call from a Mr Davis regarding a fraud charge attached to this number and I've failed to return any response to the mail sent to me! Never happened, no mail sent and I won't be calling a scammer back!
