Calls twice a day and does not leave a voice mail.

I called this number back.  It's a recording from WCA Subscribers Services.  It's a telemarketing company that wants you to take a survey.  I don't know how they got my number since I'm on the DNC list.  I will be reporting them as soon as I can.

I don't think the DNC system exists anymore.

I also receive multiple calls from this number and I am on the DNC list.  They do not answer when I answer the phone.

They call me twice a day too, and no message! So annoying!
