Calls like this are generated by a computer at an unlawful call center. The computer is programmed to call many numbers at once. If anyone at the call center is available to work the call, you get a voice. Usually, a foreign voice, because most of these call centers are located beyond out borders and beyond our laws. If no one is immediately available to work the call when you answer the phone, the call will time out in matter of seconds.
If these calls come to your Android phone, add the number to a contact in your Contacts app. I suggest you create a contact and call it "Unwanted". Then, go to the contact settings and select the option to "Send to voicemail." Add all telemarketing, SPAM and other unwanted callers this same contact. Your phone won't ring when they call. But, you may get a voicemail notification from Unwanted. At your convenience, you can check the voicemail and delete it.
That's the best way I know to deal with these obnoxious calls.
