Denial of Service phone attack.  Calls from this number are being autodialed repeatedly from this number to disrupt service to business.  Will originally sound like a fax machine trying to connect, but instead of stopping after three to five attempts, will redial continuously in loop.  Most likely a hack program dialed through a modem or fax/modem.
