I received a call at work (spoke to my coworker) and my mother received one also threatening that if I didn't call back within 5 minutes I would be arrested on the warrants out for me.  They both gave me the message, and I had heard of these types of scams, so I called him back at the number he left and told him I was going to call the police on him, he started screaming at me, and I mean screaming, what type of legit place would conduct themselves that way?  They wouldn't.   When I called back he said "i'm going to transfer you upstairs", and no one ever answered.    I called my local police, and they said it was very suspicious activity and sounded like a scam.    Also stated they did not have my name on any "roster" and that it wouldn't even work that way.    Anything legitimate would be in writing not a threatening phonecall.
