You can't realistically expect the government or any entity is able to stop anyone from randomly picking a number and calling it.  That is what these calls are about.  Robo-calling numbers looking for "hits" (phone numbers where people answer the phone.  As soon as you answer, the call is ended and a computer logs your phone number as an active number, which is then sold as a list to telemarketers or used themselves in that way.
