Sounds like a pre-recorded message from The American Legion to members whose membership has expired. Having been a member, I'll make sure and send them an email, as I don't really care for this type of marketing from a Veteran's group.
I wouldn't worry about the being on some mailing list for your phone. Your cell phone number was probably just recycled from a number someone else had when they signed up for the American Legion, and that person's membership expired.
