Caller id said it was the (Power Company). When I answered they said nothing

When I answered the call the party on the other end of the line just immediately hungup without saying a word. The number is BLOCKED!

tried calling my brand new number here in TX, i don't answer #'s i don't know. they left an automated voicemail; something about health insurance. i deleted immediately. it's the exact reason i don't answer unrecognized #'s.

my husband got a call from this number on his cellphone asking for me. when he ask what the call was regarding they hung up.
