Who called from 3194996104

This is another one of those annoying calls that our government does not think is important enough to eliminate.  I receive at least two of these type of calls a day.  Just what will it be like in another year.  And my phone is on the no phone list.

Caller called me from 319-499-6104.  I dont answer calls that I don't recognize the number.  I also use Mr App

Iowa?  In an election off year?  Don't recognize the number, don't answer the phone.
