As reported by others here, it's supposedly an offer for business capital.  I sincerely doubt it would be worthwhile to take them up on the offer.  Call me pessimistic.

Filed my complaint with the FCC and PA State Attorney General. Have been registered since 2009 for Do Not Call. TIme someone took these SOB's and shut them down. Super heavy fine would be nice to make sure they cannot do this again.

I call them pretty much non-stop when I can :)
